九条兼実

Kujo Kanezane is the son of Regent Fujiwara no Tadamichi, and is the right minister who is at the center of the government.

Ostensibly, he does not belong to either the Heike clan or Emperor Go-Shirakawa, but behind the scenes, he seems to be working for Emperor Go-Shirakawa.
