Stern Bild City’s Administration of Justice’s judge as well as the TV heroes' curator. He is also Lunatic, a vigilante NEXT who can generate blue and green flames more powerful than Fire Emblem's. Lunatic is obsessed with justice and order; he believes in cleansing the world of evil by murdering criminals and wrongdoers rather than protecting the public, and questions the effectiveness of heroes.
