Kuro-Gyaru

This character is a gyaru with tanned skin while not being ganguro. Kuro-Gyaru literally means Black Skin Gal (Kuro=Black, Gyaru=Gal).
This trait is used to differentiate tanned skin gyaru from ganguro.
