A former client of the Web.
He had a grudge against Lycoris for killing his brother Lau Ka Tung, and was using the Senior Dumb and Junior Dumb brothers to find her whereabouts in order to purge her.
After losing Dumb brothers and being banned from using the Web, he tried to facilitate the Dark Tiger's entry into Hong Kong with his ally Prince, but Yvet prevented him from doing so.
Seven years later, he tried to find Yvet's whereabouts and exacted revenge, but was killed by Yvet.
