Paula Behr is the Ultimate Travel Agent who is a kind and gentle bear. She particularly has a maternal fondness for Harry and wants to help him.

Lil Oldman once took issue with Paula helping Toons travel out of Toontown in the past. Despite this she has not shown any anger towards him or anyone else, even Harry who is constantly avoiding her attempts at kindness.
