A Kamui fanatic who is interviewed by Tokio.
Later revealed to be the administrator of the Shelter Kids Policy, overseeing the development of the Kamui and Ayame stock. After this he became an intense believer in Ayame, and began working for the syndicates of Ward 24 while keeping track of how the children grew.
He realized the plan of Nezu to release Kamui into Ward 24, and decided to back Ayame against him.
