Currently head of the vigilantes. His approval is a must regarding Rei and Aruru's expedition into the mountain searching for Chisa.
Having an arrogant personality, Nishima has always been looking down on Rei since their first encounter and refuses to give his approval. However, upon hearing Rei mentioning Chisa's distress signal, he finally decides to support the two.
