The Founder and leader of the Shuten Order, a religious nation that wishes for the end of humanity. Beloved by the citizens of Shuten, but only the 5 Ministers have a close relationship with the Founder. Was murdered on National Foundation Day, but the Ministers have hidden the crime from the public.

The Founder was secretly a combat hive-mind droid with multiple spare bodies, created by humans for war. She was hacked by human-made spyware programs, manipulating her memories and personality, creating "Shimobe Rei". Despite this, a conscious part of the Founder's personality survived in Rei's body until she sacrificed herself for Rei.
