She is not shown to be speaking but appears to have telepathic abilities. She calls herself Kozu-pii.

Chaos;Head Love Chu Chu: It's confirmed that after the true ending of the original game, Kozue was able to overcome her mental trauma and now she's able to talk normally if she wants to, although sometimes she still continues talking telepathically.
