Effeminate

Effeminate characters are lacking in "manliness". He is unsure of himself and may act girlish. Not being able to fight back, he may become the subject of bullying by classmates. He blushes and loses the power of speech in the girl's company.

Also refers to male characters who engage in activities considered typical of the gender role of a girl- e.g. wearing feminine clothing or makeup.

Only use this for characters who are (or seem to be) male.
